The ICG report highlighted that alongside seeking external mediation, Pakistan should reform its counter-insurgency strategy The group advised that the government should consult with local populations on its security approach and foster better collaboration between the military and provincial law enforcement agencies According to the report, these domestic policy adjustments are crucial for effectively countering militancy
While noting that Pakistani frustration over the security situation is understandable, the ICG advised that Islamabad should rethink policies that have reportedly impacted cross-border dynamics The think tank emphasized that finding a diplomatic path forward serves the interests of both nations better than escalating the conflict, urging both sides to use diplomatic channels offered by friendly states to address their respective security concerns
